| description:

Service represents data for use in the FDOT D5 Congestion Dashboard. These layers represent yearly and monthly metrics of roadways across FDOT District 5. This includes identification of percent of time in congestion during the AM (7-9AM) and PM (4-6 PM) period, with congestion being a measure of when the average speed on the roadway is less than 70% of the freeflow (calculated from 11PM - 3AM).
Also included is the ACES or Congestion Head analysis. This is a per event calculated metric to indicated how often the particular segment is the start or head of the congestion event which follows. This is determined by examing each event with AM corresponding to 5-10AM and PM corresponding to 3-7 PM
